Hint: The answer has nothing to do with Toll Brothers or construction along the Pike.
The fellow standing at the end of Innsbruck introduced himself as Chris. The reason he is out in the cold today (Monday) holding the sign is to call attention to the concern he has that three of the largest US publicly-traded casino-owning corporations have Chinese subsidiaries that are listed on the Hong Kong Stock Exchange. He said that many other large US corporations, most of them operating globally and including other companies in the gaming industry, get by with only one stock market listing, not two.
The target of Chris’s one-man rally is not Great Falls residents at large. Rather, the sign is directed at one member of the community, Governor-elect Glenn Youngkin. That is why Great Falls was chosen as ground zero for the event. Chris stated that he was a Youngkin supporter and he hopes that the governor-elect will have an interest in the issue.
Chris, who said he works in the financial industry and does not live in the Great Falls area, did not offer any reasons for his apprehension. He only voiced a vague sense that “something is not right about this.” A quick fact check online turned up that, while it is not common, it seems that having a listing on a foreign exchange for a US company’s foreign subsidiary is not unheard of. The laws regarding this matter have recently changed, however.
